The 4th International Compliance Congress & Regulatory Summit, promoted by LEC and Thomson Reuters, is one of the most important events in the field in Latin America and, during three days of debates, will try to repeat the success achieved in previous years. In 2015, the third edition brought together at a unique event a cast of experts, managers, and regulators with extensive national and international experience. During the three-day event, workshops and panels were held using different approaches, with in-depth discussions on the development and application of a better culture of corporate governance, risk management, and compliance policies in Brazil and Latin America.

Luiz Navarro

Head of the Office of the Comptroller General of Brazil (CGU)

Head of the Office of the Comptroller General of Brazil (CGU) since March 2016. He graduated in Law in 1991 and earned a graduate degree in Law and State in 2001 - both from the University of Brasília (UnB) - is a career civil servant in the Federal Senate, holding the position of legislative consultant since 2004. He served at the CGU for about ten years, starting his career as a Deputy Inspector in the Economic Area in 2003 and also held the position of Secretary of Corruption Prevention and Strategic Information, in 2006. He was Executive Secretary of the CGU between 2006 and 2013 and has helped strengthen the CGU in recent years. Luiz Navarro participated in the drafting and implementation of anticorruption regulations, such as anti-nepotism in the Federal Public Administration (Decree No. 7203/2010), Access to Information (Law No. 12527/2011), as well as Bill No. 6826/2010, which led to the Anti-corruption Law (Law No. 12846/2013). He also led the process of creating the List of Ineligible and Suspended Companies (Ceis). During his time at the CGU, he also coordinated the participation of Brazil in various international mechanisms, such as studies on Transnational Bribery, in the framework of the OECD Convention, and the implementation of the United Nations Convention against Corruption. Navarro was also Brazil’s chief expert in the Mechanism for Follow-Up on the Implementation of the Inter-American Convention against Corruption (MESICIC). Since 2011, he has been a member of the Senior Advisory Committee of the International Anticorruption Academy (IACA). Back in the Federal Executive Branch, he held the positions of expert in Public Policy and Government Management for the Ministry of Planning, Budget and Administration (MPOG), in 1998, and Market Regulation manager for the National Health Surveillance Agency (Anvisa), between 2000 and 2002, as well as member of the Financial Activity Control Council (Coaf), from 2003 to 2006. Before returning to the CGU as its head, he served as a senior anti-corruption consultant at Veirano Advogados and was a member of the Board of Directors of Petrobras from March 2015 to March 2016.

Jorge Arbache

Professor of economics at the University of Brasília

Jorge Arbache is an economist with long experience in the government arena, private sector, international organizations, and academia. He was the Chief Economist of the Ministry of Planning and professor of economics at the University of Brasília. Between 2010 and 2014, he was senior economic advisor to the Presidency of the Brazilian Development Bank (BNDES). Before joining the BNDES, he was Senior Economist at the World Bank in Washington, DC. He is one of the most quoted Brazilian and Latin American economists in Brazil and abroad. More recently, he has dedicated to the agendas of economic growth and sector policies, including productivity, competitiveness, technology, innovation, investment, competition, international trade, and service economy. He is the author of four books and over 90 articles published in academic journals. He is a columnist for the newspaper Valor Econômico and a contributor to The BRICS Post.

Journalist, anchor of the program CBN Brasil on CBN, a nationwide radio news network. He is the economic commentator on the news programs CBN, Jornal das Dez (Globonews), and Jornal da Globo (TV Globo). Sometimes he presents Jornal da Globo. He writes a column for the newspaper O Globo every Thursday. He is a lecturer in the field of politics and political economy (national and international political and economic situation, scenario, prospects). During 44 years in journalism, he worked as a reporter, writer, and editor for the newspapers O Estado de S. Paulo, Jornal do Brasil, and Folha de São Paulo. Fausto De Sanctis

He has been an Appeals Judge in the Regional Federal Court for the 3rd Region since 2011. He is a doctor of Criminal Law from the Law School of the University of São Paulo (USP) and a Specialist in Civil Procedure from the University of Brasília (UnB). Member of the Advisory Council of the American University Washington College of Law for the Brazil-U.S. Legal and Judicial Studies Program since 2013. Member of Comunidade de Juristas de Língua Portuguesa since May 2014. He was Attorney of the Municipality of São Paulo (1988), Attorney of the State of São Paulo, in the field of legal aid, current known as Public Defender’s Office of the State of São Paulo (1989-1990), and Judge of Law in the same state (1990-1991). He led the 6th Federal Criminal Court specializing in crimes against the National Financial System and Money Laundering in São Paulo, from 1991 to 2011. He was nominated by his peers in the AJUFE to fill a vacancy in the Federal Supreme Court in 2010 and 2014. He received the award for distinction in International Law and Affairs on Jan. 25, 2016 from the New York State Bar Association (NYSBA).

He was a member of the National Council of Criminal and Prison Policy of the Ministry of Justice. A Master and Doctor of Criminal Law from the Law School of the USP, he headed the Secretariat of Judicial Reform of the Ministry of Justice in 2005 and 2006 and the Department for the Modernization of Justice of the Ministry of Justice in 2003 and 2004. He is the coordinator of economic criminal law at the Brazilian Institute of Criminal Sciences. José Renato Nalini

José Renato Nalini has been a teacher since 1969. He graduated in Law from PUC-CAMPINAS in 1971. Master and Doctor from the University of São Paulo. Served as a Prosecutor from 1973 to 1976. Became a judge of the State of São Paulo in 1976. Former Chief Justice of the Court of Criminal Appeals, Inspector General of Justice, and Chief Justice of the Court of Justice of the State of São Paulo. His book “Ética Geral e Profissional” is in its 13th edition. He chaired the São Paulo Language Academy and currently is the Secretary of Education of the State of São Paulo.

Since October 2014, Henry Dumortier is Managing Director of Goodyear Brazil. Prior to that, Henry held a number of general management assignments as Managing Director Goodyear Dunlop Tires France (2009 – 2014) after having served as General Manager Iberia, in a charge of Spain and Portugal, from 2005 to 2009. Dumortier joined Goodyear Dunlop Tires Europe as Sales Director, European Union in January 2003. Prior to joining Goodyear, Dumortier has held multiple positions with General Electric in Europe and North América. From 2000 to 2002, he was General Manager Central Europe for GE Fleet Services. Marcelo Zenkner

Marcelo Zenkner has been a Prosecutor since 1997 in the State of Espírito Santo, where he has undertaken various efforts in the fight against corruption and organized crime. He is a member of the International Association of Prosecutors (IAP) and worked until April 2016 as the Comptroller General of the State of Espírito Santo, the first state in Brazil to create an administrative structure and impose administrative sanctions under the Corporate Anti-corruption Law. In addition, last year it was awarded the first place in compliance with the Access to Information Law and the first place in the ranking of the best transparency portals in Brazil. He is a Professor at the Law School of Vitória (FDV), where he has taught Civil Procedural Law and Collective Rights since 2002. The recently enacted Anti-Terrorism Law (Law 13260/2016) has also created new concerns for companies about the “Know your Client” and “Know your Supplier” procedures. Also, the Anti-corruption law and its regulations have introduced the pillars of an Anti-corruption Compliance Program.
